Have there been dynamic bones attached to this? Maybe if not, might you know what and where to apply them to match it when it does have them?

If they cant be found, use pumkin tools to fix dynamicbones.

After using the proper scene to upload the avatar, it appears the avatar is gliding when I move side to side instead of taking short steps. Is there a fix for this? (Maybe a prefab issue?)

Could be a broken loco layer, Just a quick fix by replacing/remaking it.

That's the odd thing. I've used the same loco layer for another avatar and it worked perfectly. Maybe there's something else I could try?

My experience is very limited with sdk3, I normally use my own loco layer and don't used 3rd party premade unless i Really have too, Im not sure if im honest.
