From when i watch my normal creator friends, They just make a plane, extrude it, and morphe and extrude till they got it how they like it.

Once you've finished, remesh it so its nice and tidy, and then setup the UV'S how you like and throw it into substance painter or something similar.

not sure if you still need it , but normally you can either do hair curves, or Quad mesh's to do the hair! one takes more fiddling than the other, specially in blender. theres also sculpting if you know how to retopologies{ im not sure how to spell it}  well!
